Joint comprehensive disaster prevention drill conducted with Hamura City and Hinode Town
We would like to inform you that the Tokyo Metropolitan Government will be conducting a comprehensive disaster prevention drill in collaboration with Hamura City and Hinode Town as follows.

- Improving disaster response capabilities through practical training for government and disaster prevention organizations
- Raising disaster prevention awareness among Tokyo residents through participation in drills

- Headquarters deliberation training: 7:00 – 9:20
Saturday, August 30
- Isolated area response training: 10:00 – 12:00
- Emergency relief supplies transportation training: 8:00 – 16:00
- Training to prepare for accepting overseas aid is scheduled for the morning.
Sunday, August 31
- Rescue training: 15:00 – 15:45
- Exhibition and hands-on training: 13:00 – 16:00
- Medical emergency response training: 13:00 – 16:30
- Autopsy, post-mortem examination, and identification training: 13:20 – 15:30
- Evacuation shelter operation training: 8:30 – 14:00
- Water transport training: 8:30 – 12:00

1)Isolated area response training
Sekishita Recreation Area
The drill assumed that some areas of Hamura City had been isolated due to an earthquake directly beneath the capital, and involved disaster prevention agencies such as the police, fire department, Self-Defense Forces, and Japan Coast Guard using helicopters to gather information, deploy troops, and transport injured people in the isolated areas.
2)Emergency relief supplies transportation training
Tokyo Metropolitan Government Tama Wide Area Disaster Prevention Warehouse, Hamura City Hall, Hinode Town Hall, etc.
Tokyo Metropolitan Government conducted training to transport emergency relief supplies from regional transport bases to local transport hubs in Hamura City and Hinode Town, and Hamura City and Hinode Town conducted training to transport emergency relief supplies from their respective local transport hubs to evacuation centers.
3)Training to improve the system for accepting overseas assistance

Conducting training to confirm the acceptance and cooperation of assistance from overseas

1)Rescue and rescue training
Miyanoshita Sports Park
In anticipation of complex disasters such as building collapses and large-scale fires, drones will be used to gather information, and rescue operations will be carried out by disaster prevention agencies such as the police, fire department, and Self-Defense Forces.
2)Exhibition experience training
Around Hinode Town Ground, Miyanoshita Sports Park
The event will include VR viewing that allows visitors to experience the threat of disasters, rides on ladder trucks and mini fire engines, earthquake simulation vehicle experiences, displays and introductions to disaster prevention projects being carried out by various organizations, and hands-on training in self-help and mutual aid to ensure personal safety, including initial firefighting training and evacuation training using a smoke simulation house.
3)Medical relief training
Hamura City Hamura Daiichi Junior High School
The Tokyo Metropolitan and City Health and Medical Departments, Medical Association, Dental Association, Pharmaceutical Association, Japanese Red Cross Society, etc. cooperated to conduct training on initial medical treatment for injured people.
4)Autopsy, post-mortem examination, and identification training
Hamura City Hamura Higashi Elementary School
Conducting autopsy, post-mortem examination and identification training in collaboration with the police, medical association, dental association, etc.
5)Evacuation shelter operation training
Hamura City Sakae Elementary School, Hinode Green Plaza
Conducted training on evacuation shelter management by local residents and support for evacuation shelter management by the government
6)Water supply transportation training
Hamura City Waterworks Office, Hamura City Sakae Elementary School
Using Hamura City’s own water supply, the Hamura City Waterworks Office filled water tankers with water and transported it to evacuation centers.
*At some training venues, baggage inspections will be conducted on visitors.
3 Others
- Information regarding media coverage of this training will be announced separately in late August.
