Tokyo Metropolitan Government will hold a joint drill with Minato Ward to deal with stranded commuters, focusing on Shinagawa Station, as detailed below. This drill will be conducted in cooperation with railway operators and other businesses around Shinagawa Station.

Training purpose

Assuming that a large number of people are unable to return home around Shinagawa Station due to an earthquake directly beneath the capital, the aim of this initiative is for the Tokyo Metropolitan Government, wards, and disaster prevention agencies to work together to prevent confusion and ensure safety around the station.

Estimated earthquake

A magnitude 7.3 earthquake occurs directly beneath the capital, with its epicenter in the southern part of the city center.

2 Main training contents

Ensuring safety and preventing everyone from returning home at the same time

  • Shakeout at the training start point
  • Providing training information to workplace disaster prevention leaders

User protection

  • Protection of passengers at Shinagawa Station
  • Providing information to foreigners

Guiding people stranded in front of the station

  • Providing information to people stranded in front of the station by relevant parties and guiding them to temporary accommodation facilities

Temporary accommodation facility

  • Opening and operating temporary accommodation facilities
  • Validation of disaster prevention digital transformation (operation system for people stranded at home)

Return home support

  • Transporting people requiring special care

This project is an initiative to promote the “Tokyo 2050 Strategy.”
