The Izu Islands waters have been designated as a preparation area for offshore wind power generation.

Power and Communications

The Tokyo Metropolitan Government aims to introduce gigawatt-class floating offshore wind farms in the waters off the Izu Islands in order to realize a “Zero Emission Tokyo” that will contribute to achieving net-zero global CO2 emissions by 2050.
On June 26, the Ministry of Economy, Trade and Industry and the Ministry of Land, Infrastructure, Transport and Tourism classified the areas off the coast of Oshima-cho, Tokyo, off the coast of Niijima-mura, Tokyo, off the coast of Kozushima-mura, Tokyo, off the coast of Miyake-mura, Tokyo, and off the coast of Hachijo-cho, Tokyo, as “preparation zones [Note 1]” in accordance with the “Guidelines for Designating Zones Promoting the Development of Marine Renewable Energy Power Generation Facilities” which are based on the Act on Promotion of Utilization of Sea Areas for the Development of Marine Renewable Energy Power Generation Facilities.
Additionally, we would like to announce that the areas off the coast of Niijima Village, Tokyo and off the coast of Kozushima Village, Tokyo have also been selected as target areas for surveys under the “Central Approach [Note 2]” by the Ministry of Economy, Trade and Industry and the Ministry of Land, Infrastructure, Transport and Tourism.
Regarding the area off the coast of Oshima Town, Tokyo, a joint investigation has been started by business operators.
We will continue to exchange opinions with local residents and move forward while seeking to foster understanding.

[Note 1] “Preparation area” refers to an area where coordination with stakeholders has begun in preparation for the introduction of the system.
[Note 2] The “Central Approach” is a method in which the national and local governments are involved from the early stages of project formation to conduct faster and more efficient investigations of wind conditions, geological structures, etc., in order to accelerate the formation of offshore wind power projects.
