First OpenRoaming-compatible Wi-Fi service using public telephone booths

Power and Communications

Based on the “Connected Tokyo” development policy and three-year action plan covering the period from fiscal year 2024 to fiscal year 2026, the Tokyo Metropolitan Government is working to expand public Wi-Fi compatible with the OpenRoaming international standard, a safe and convenient standard, throughout the city in order to respond to disasters, inbound tourism, and other situations.
Based on the “Basic Agreement on the Development and Promotion of OpenRoaming-Compatible Wi-Fi Utilizing Public Telephone Booths” (hereinafter referred to as “this Agreement”) concluded with NTT East Corporation on August 27, 2025, the development of OpenRoaming-compatible Wi-Fi was completed on December 23, 2025, at a public telephone booth near the intersection in front of Shinjuku Gyoen Station.
This will be the first OpenRoaming-compatible Wi-Fi service to be installed using public telephone booths under this agreement. The area is home to evacuation centers and shelters, and the service will aim to multiplex communications near these bases, which play a vital role in the event of a disaster.
The Tokyo Metropolitan Government and NTT East Corporation will gradually install the system in approximately 1,500 locations over the next three years, including around major stations and in parks where many people gather.

Features of OpenRoaming compatible Wi-Fi

Prevents eavesdropping and other dangers

Wi-Fi that supports OpenRoaming encrypts wireless communication sections and automatically connects to compatible access points, preventing risks such as eavesdropping and being redirected to a spoofed access point.

International standards that ensure safety and convenience

By expanding public Wi-Fi that complies with the secure and seamless international standard OpenRoaming throughout Tokyo, we will ensure the safety and convenience of communications and also make a significant contribution to inbound tourism.
