Seeking private sector companies to jointly implement a locally produced and consumed hydrogen station
Promoting cost reduction and expanding hydrogen supply by creating new business models


Tokyo is working to expand demand for hydrogen energy within the city and promote its early implementation in society, in order to ensure a stable supply of energy and achieve decarbonization.
As demand for commercial hydrogen mobility is expected to expand in Tokyo in the future, new business models need to be considered in order to further promote the development of hydrogen stations.
Therefore, in order to resolve issues such as hydrogen procurement and transportation costs and to promote the effective use of energy, the Tokyo Metropolitan Government is seeking private businesses to conduct feasibility studies and develop business models in collaboration with the Tokyo Metropolitan Government, as detailed below, with the aim of promoting the introduction of locally produced and locally consumed hydrogen stations[Note].
[Note] Hydrogen station refers to a station that produces hydrogen on its premises.
1 About the public offering project

FY2026 Joint Study Project to Promote the Introduction of Locally Produced and Consumed Hydrogen Stations
(2)Business overview
We will work with the Tokyo Metropolitan Government to conduct feasibility studies and develop business models to promote the introduction of locally produced and consumed hydrogen stations.
A. Feasibility study to promote the introduction of locally produced and consumed hydrogen stations
Assuming hydrogen stations for fuel cell commercial vehicles, we will examine methods for producing hydrogen locally, cheaply, and stably, as well as the equipment that makes up the hydrogen station, business profitability, methods for improving carbon intensity, implementing bodies, and the organization of relevant laws and regulations, as well as policy and technical recommendations.
B. Business model construction
Based on this study, we will create a new business model for locally produced and consumed hydrogen stations in Tokyo, and use this to promote the development of hydrogen stations in Tokyo.

From the date on which the business whose proposal was adopted enters into an agreement with the Tokyo Metropolitan Government until Friday, October 30, 2026

3 Business implementation method
- Based on the submitted proposals and presentations on the day of the review, a review committee established by the Tokyo Metropolitan Government will conduct a rigorous review and select the business operator (group applications are accepted).
- In order to make the study take advantage of the knowledge and experience of hydrogen station operators, applicants are requested to establish a system that enables them to obtain the knowledge and experience of hydrogen station operators.
- The project will be implemented after an agreement is concluded with the selected business operator.

- This project will be finalized promptly after April 1, 2026, provided that the fiscal year 2026 revenue and expenditure budget is passed by the Tokyo Metropolitan Assembly by March 31, 2026.
This project is an initiative to promote the “Tokyo 2050 Strategy.”
