Revised vision for creating a disaster-resilient capital city, “Tokyo,” announced and public comments sought
The national government and the Tokyo Metropolitan Government established the Liaison Council for the Creation of a Disaster-Resilient Capital, Tokyo, with the aim of strongly promoting disaster prevention urban development in the capital, Tokyo, through cooperation on both hard and soft aspects, in order to avoid devastating damage caused by large-scale flooding or an earthquake directly beneath the capital. In December 2020, the Council formulated the Vision for the Creation of a Disaster-Resilient Capital, Tokyo.
Taking into account recent changes in social conditions and the lessons learned from the Noto Peninsula earthquake, the liaison conference held on March 3, 2026, and conducted extensive discussions to further strengthen and promote the efforts made to date. As a result, the conference compiled a revised vision for creating a disaster-resilient capital city, “Tokyo,” which it now announces.
In order to revise this vision, we are soliciting a wide range of opinions from you as detailed below.
The comment period is from Wednesday, March 4th to Friday, April 3rd, 2026.
