The Tokyo Metropolitan Government, in cooperation with Higashimurayama City, will hold a comprehensive disaster drill as follows.

Purpose

  • Raise disaster awareness among Tokyo residents through participation in the drill
  • Improve disaster response capabilities through practical drills by the administration and each disaster prevention organization

Headquarters deliberation drill from 7:00 a.m. to 9:30 a.m.

Saturday, September 2, 2023

Emergency relief supplies transportation drill and evacuation shelter operation drill from 8:00 a.m. to 4:00 p.m.

Sunday, September 3, 2023

Rescue drills, etc. 9:00 a.m. to 1:00 p.m.

Assumed earthquake

Earthquake directly under the Tokyo metropolitan area with an epicenter in the eastern part of Tama (magnitude 7.3)

Main venue

Higashimurayama City Hall area (former site of Kumegawa Metropolitan Housing, Tennomori Park, etc.)

Drill based on the experience of the Great Kanto Earthquake

Emergency relief supplies transportation drill

Higashimurayama Civic Sports Center, etc.
  • Emergency transportation of TMG stockpiled supplies and relief supplies from partner companies was conducted from regional transportation bases in Higashimurayama City to evacuation centers in the city.

Evacuation center operation training

Higashimurayama Municipal Higashimurayama 7th Junior High School
  • The students learned about evacuation center management through the use of a seismic simulation vehicle, a VR disaster prevention simulation vehicle, and a limited number of meals distributed by the Self-Defense Forces, as well as through a lecture on the 100th anniversary of the Great Kanto Earthquake.

Self-help and mutual aid training by residents

Higashimurayama Fire Station Honmachi Sub-branch
  • Hands-on self-help and mutual aid training to ensure personal safety, including rescue, first aid, and initial fire extinguishing by residents and students.

Hands-on exhibit training

Tennomori Park, Civic Center, etc.
  • VR viewing to experience the threat of disasters, seminars to support the creation of “Tokyo My Timeline,” mock fire extinguishing experiences, fire smoke houses, introduction of disaster prevention projects conducted by various organizations, and the Great Kanto Earthquake 100th Anniversary Museum.

Rescue drills by disaster prevention agencies, etc. (●)

Former site of Kumegawa Metropolitan Housing
  • Assuming a complex disaster such as a building collapse or a large-scale fire, rescue and rescue activities will be conducted by the police, fire department, Self-Defense Forces and other disaster prevention organizations using drones, etc.

Visitors’ baggage will be checked at some of the training sites.
The Great Kanto Earthquake Centennial Museum will be exhibited at the training site on Sunday, September 3, and at the Higashimurayama Municipal Central Community Center from Tuesday, September 5 to Sunday, September 10 (9:00-22:00).
