Subsidy for Strengthening Disaster Prevention Capabilities of Town Councils and Residents’ Associations on the 100th Anniversary of the Great Kanto Earthquake

On the 100th anniversary of the Great Kanto Earthquake, the Tokyo Metropolitan Government (TMG) is supporting efforts to improve local disaster preparedness by making residents aware of the role of community associations and neighborhood associations as the main body of mutual aid in community disaster prevention and by helping them to make up for shortfalls by re-examining their preparedness.
 We are pleased to announce that we are now accepting applications as follows.

About the Grant for Strengthening Disaster Preparedness of Community Associations and Neighborhood Associations in the 100th Anniversary of the Great Kanto Earthquake


1 Details of the subsidy

 The subsidy will cover the cost of purchasing disaster prevention equipment and materials and stockpiles that are in short supply in community associations.
  (In cases where there is no stockpile, disaster prevention goods can be distributed to each household.)

 The subsidy will be provided for the cost of purchasing insufficient disaster prevention equipment and materials, disaster prevention stockpiles, etc. (Disaster prevention goods can be distributed to each household if there is no stockpile space, etc.).
  The grant recipients are required to post a flyer on the bulletin board to promote disaster prevention measures and membership of the community association, including a message from the community association.
  (A model of the flyer will be posted on the TMG’s website.)
   We also ask for your cooperation in circulating the flyer within the town council/neighborhood association as much as possible.

2 Eligible organizations

  (1) A single town council/neighborhood association located in Tokyo

  (2) A federation of town councils or neighborhood councils located in a certain area within a ward, city, town or village (district federation)
   (2) A federation of town councils or neighborhood councils (district federation) located in a certain area within a ward, city, town or village.
    *Please be sure to check the “Notes on applying as a district federation” at the bottom of this page when applying as a district federation.


*Organizations that are registered and known as town councils/neighborhood associations in the ward/town/village in Tokyo, such as those that have submitted a notification to the ward/town/village and are registered in the registry as such.
Condominium management associations are not eligible.
Applicants must be town councils/neighborhood associations, and applications as a voluntary disaster prevention organization are not eligible.


3 Subsidy Limit

 (1) Single town council/neighborhood association: 300,000 yen (subsidy rate: 10/10)

 (2) District federation: 300,000 yen x number of single town councils applying collectively (subsidy rate: 10/10)


4 Number of applications

 Only one application can be submitted per organization.

3 About Estimated Payment

The approximate payment is a partial advance payment of up to 70% of the amount of the grant decision to the organization that wishes to receive the grant.
The advance payment will be transferred to the designated account approximately two months after the grant decision date.
In the event that the amount of the final grant amount is less than the amount of the estimated payment, the difference will be refunded to the applicant,

4 Submission Method and Destination

 During the application period of each application round, please prepare draft application documents and submit them to the “Tokyo Metropolitan Government Office for Disaster Prevention Grants for Community Associations” via the web application form or by mail. After confirming the contents of the application, the secretariat will contact you.

Notes when applying as a district federation

The maximum amount of subsidy is 300,000 yen x the number of single town councils applying collectively. (The subsidy rate is 10/10.)

Each town council is responsible for preparing and posting the model flyer.
