Greatly expand support for improving insulation performance

In order to achieve carbon half by 2030, the Tokyo Metropolitan Government is supporting the installation of solar power generation facilities and storage batteries to promote the spread of energy-saving and renewable energy housing.
In order to promote efforts at thermal insulation renovations, which not only save energy but also lead to health benefits and improved comfort, the government will significantly expand the scale of support and will begin accepting applications for subsidy programs for fiscal year 2025 on Friday, May 30, after amending the program to include additional support for thermally insulated burglar-proof windows as a crime prevention measure.
The grant requirements have changed slightly since last year, so please check the requirements for each project when applying.

Project to promote the spread of insulated and solar-powered homes that are disaster-resistant and contribute to health | |
Promotion of insulation renovation for existing homes | ・Installation of highly insulated windows and doors (* Unit price system introduced) * Increase in subsidy unit price and upper limit (overall renovation by management association, installation of insulated security windows) ・Insulating walls/floors etc. ・Installation of highly insulated bathtubs, etc. |
Promotion of efficient use of heat and electricity | ・Installation of solar and geothermal energy systems ・Installation of EcoCute, etc. (* Renewable energy power contracts are also accepted, (* Unit price system introduced) * Participation in DR demonstration will be added when installing EcoCute, etc. ・Replacement of auxiliary heat source units, heat pump air conditioners, etc. |
Promotion of the introduction of storage batteries in homes | ・Installation of a battery storage system (* Introduction of a unit price system) ・(* Adding a storage unit to an existing battery Participation in the demand response (DR) demonstration project [* 1] will be added when installing or expanding storage batteries. [* 1] This refers to a demonstration of demand response (DR) conducted in collaboration with the Tokyo Metropolitan Government’s residential aggregator. ・Installing IoT devices in existing storage batteries, etc. |
Promotion of the introduction of solar power generation in homes | ・Installation of solar power generation system (replacement of existing system also possible) -Waterproofing work (existing apartment buildings and existing detached houses) -Additional installation of mounting brackets (for apartment buildings and existing detached houses) -Functional PV installation addition (* Category expansion) ・Power conditioner updates, etc. |
V2H promotion project for detached houses | ・Installation of V2H etc. |
[New] Promotion of introduction of energy-saving hot water equipment in condominiums | ・(* Simultaneous exchange to EcoJozu/EcoFeel In addition to replacing water heaters, additional charges will be applied depending on the number of homes that have signed up for renewable energy electricity. |
Support for insulation renovation in fiscal year 2025 (expansion overview)
(Increase in scale) Increase the number of insulation renovations from 50,000 to 70,000 homes
(Simplification) Improving the convenience of application procedures for Tokyo residents and businesses, such as by partially sharing application procedures with those for national subsidies
(Expansion) In the case of a management association renovating windows and doors in 50 or more homes, the subsidy unit price and upper limit will be increased (1.2 times)
(Expansion) If a thermal insulation security window [*2] is installed, the subsidy unit price and maximum amount for that window will be increased (2.5 times)
[*2] Products registered as “Thermal insulation + burglary prevention windows” in the national energy conservation campaign for homes (link to external site) (burglary prevention building components (CP mark holders)) (However, only products with a grade (heat transmission coefficient) of B or higher are eligible for subsidies.)
Case of renovating 11 windows in a two-storey house into exterior windows
*The actual amount may vary depending on the installation conditions.
Self-payment is equivalent to 1/6 of the cost, due to a combination of the national window renovation program (equivalent to 1/2 the cost) and metropolitan government subsidy (equivalent to 1/3 the cost)

Promote crime prevention measures by setting a subsidy unit price that allows more expensive insulated security windows to be introduced at the same self-payment amount as the current insulated windows. [New]
