Product development support business to realize a safe and secure Tokyo

In order to realize a safe and secure Tokyo and revitalize Tokyo’s industries, the Tokyo Metropolitan Government and the Tokyo Metropolitan Small and Medium Enterprise Support Center (a public interest incorporated foundation) are implementing the “Product Development Support Project for the Realization of a Safe and Secure Tokyo.” This subsidy covers part of the expenses for the development, improvement, and promotion of products and technologies with a “safe and secure” theme for small and medium-sized enterprises in Tokyo.
We are pleased to announce that, as a result of the review, 25 projects have been selected for support.

(Reference) Overview of the product development support project aimed at realizing a safe and secure Tokyo

Eligible Applicants As of July 1, 2025, small and medium-sized enterprises (corporations and sole proprietors) that have their head office or branch registered in Tokyo and have been substantially operating for more than one year.
Eligible Projects Development, improvement, and subsequent promotion of products, technologies, and prototypes related to the following “Safety and Security” themes.
A. Disaster Prevention and Mitigation 1) Earthquake, tsunami, and volcano countermeasures
2) Fire and large-scale fire countermeasures
3) Evacuation, rescue, and emergency medical care
4) Emergency supplies and food
5) Maintenance of critical infrastructure functions
6) Disaster response robots and drones
7) Phase-free concepts
8) Other disaster countermeasures
B. Business Risk Countermeasures 9) BCP/BCM formulation and operation
10) Environmental risk countermeasures
11) Pest and vermin control
12) Other risk countermeasures
C. Infectious Disease Countermeasures 13) Droplet infection prevention
14) Sterilization and inspection equipment
15) Contactless technology
16) Other infectious disease countermeasures
D. Security 17) Monitoring and alert systems/cameras
18) Detection, inspection, analysis, and video analysis
19) Access control and authentication systems
20) Crime and theft prevention
21) Security services and specialized security
22) Information security
23) Other security measures
E. Child Safety Measures 24) Measures against choking and accidental ingestion
25) Measures against falls and tumbles
26) Measures against water-related accidents
27) Other child safety measures
Subsidy Limits and Rates 1. Development and improvement costs for practical use: Limit ¥15 million, Subsidy rate up to 2/3
2. Introduction costs for leading users: Limit ¥2 million, Subsidy rate up to 1/2
3. Exhibition and advertising costs: Limit ¥1.5 million, Subsidy rate up to 1/2
Eligible Expenses Costs for raw materials and secondary materials, machinery and tools, outsourcing, industrial property rights application and acquisition, direct labor costs, etc.

This project is an initiative to promote the “Tokyo 2050 Strategy.”
