OpenRoaming compatible Wi-Fi partnership MOU signed

Based on the “Connected Tokyo” development policy and three-year action plan covering the period from fiscal year 2024 to fiscal year 2026, the Tokyo Metropolitan Government is working to expand public Wi-Fi compatible with the OpenRoaming international standard, a safe and convenient standard, throughout the city in order to respond to disasters, inbound tourism, and other situations.
We are pleased to announce that in order to further accelerate our efforts to create a “Connected Tokyo,” the Tokyo Metropolitan Government has signed a Memorandum of Understanding (MOU) with the Wireless Broadband Alliance (hereinafter referred to as “WBA”), an international wireless communications industry association, regarding a partnership for OpenRoaming-compatible Wi-Fi.

Communications is a fundamental infrastructure that supports the convenience, comfort, and safety of daily life. For this reason, a secure communications environment that can be connected anytime, anywhere not only increases the appeal of a city as a place to live or travel, but also provides a great sense of security in the event of a disaster.
The Wireless Broadband Alliance, which brings together telecommunications carriers and tech companies from around the world, is a leader in advanced wireless communication technologies, and today’s MOU signing is of great significance.
Tokyo Metropolitan Government is currently working to install OpenRoaming-compatible Wi-Fi in over 3,000 locations across the city, including public telephone booths.
We strongly hope that this MOU will lead to further strengthening of Wi-Fi initiatives and the implementation of new technologies.

Today’s MOU signing is more than just a ceremony. It is a testament to our shared determination to ensure seamless, secure, and easily accessible Wi-Fi in Tokyo, even in critical situations such as disasters and emergencies.
OpenRoaming is rapidly expanding around the world, from cities and commercial facilities to transportation hubs, event venues, and even healthcare facilities. Tokyo, with its innovation and leadership, is at the forefront of this transformation.
I first met with the Tokyo Metropolitan Government officials exactly one year ago, and this MOU is the result of our combined efforts and strong determination to realize our shared vision.
We look forward to this partnership developing into a meaningful collaboration that will bring tangible value to Tokyo and serve as a model for cities around the world, and that will continue for many years to come.

Tokyo Metropolitan Government’s OpenRoaming-compatible Wi-Fi rollout

Overview

Tokyo Metropolitan Government aims to ensure an environment where all people and things can connect anytime, anywhere, under any circumstances, by utilizing a variety of communication methods in a comprehensive manner. As part of this effort, we are working to expand safe and convenient public Wi-Fi compatible with OpenRoaming throughout the city, in order to ensure an environment where Tokyo residents and tourists can communicate at any time, including in times of disaster.

Initiatives so far

Wi-Fi installation in city-owned facilities

  • Construction will be completed at four locations, including the Tokyo Metropolitan Government Building No. 2, by the end of March 2023.
  • By the end of fiscal year 2024, OpenRoaming-compatible Wi-Fi will be installed at 859 locations, including the Museum of Contemporary Art Tokyo and island health centers.

Support for Wi-Fi installation in municipal facilities

  • Starting in fiscal year 2024, technical and financial support will be provided to municipalities that install OpenRoaming-compatible Wi-Fi.
  • By the end of fiscal year 2024, financial support will be provided to 175 locations.

Wi-Fi installation and awareness promotion using telephone booths

  • In August 2025, we signed an agreement with NTT East Corporation and began developing OpenRoaming-compatible Wi-Fi using public telephone booths in areas such as around major stations and parks where many people gather.

Features of OpenRoaming compatible Wi-Fi

Avoiding the risk of eavesdropping

Wi-Fi that supports OpenRoaming encrypts wireless communication sections and automatically connects to compatible access points, preventing risks such as eavesdropping and being redirected to a spoofed access point.

International standards that ensure safety and convenience

By expanding public Wi-Fi that complies with the secure and seamless international standard OpenRoaming throughout Tokyo, we will ensure the safety and convenience of communications and also make a significant contribution to inbound tourism.

This refers to an international Wi-Fi interconnection platform established by the Wireless Broadband Alliance (WBA), an industry association of public Wi-Fi service providers.
