“Neighborhood Association/Apartment Building Community Disaster Prevention Drill” Registration Open
Subsidies for disaster prevention equipment and points awarded through the Tokyo app are also available.
The Tokyo Metropolitan Government is supporting neighborhood associations and neighboring apartment buildings in building relationships that enable them to help each other in times of disaster, using joint disaster prevention drills as a starting point.
To further promote community cooperation for disaster prevention through this project, we will also provide subsidies for disaster prevention equipment to participating neighborhood associations and community groups, as well as support for matching neighborhood associations with apartment buildings. We look forward to your application.


1 Target organization
90 single neighborhood associations/community associations located within Tokyo
Organizations that have registered and are known as neighborhood associations or community associations with the wards, cities, towns, or villages of Tokyo, such as by filing necessary notifications.
*This also applies to single-unit residents’ associations (residents’ associations for multi-unit housing) consisting only of households living in multi-unit housing (apartments, housing complexes, etc.).
2 Compatible apartment buildings (up to about 3)
- 1)Condominium management association
- 2)Apartment housing association
- 3)Apartment owner (rental apartment)
*If the applicant is a residents’ association of an apartment complex, it is a condition that the collaborating organization includes a neighborhood association or residents’ association that primarily consists of single-family homes. Training between apartment complexes (condominiums, housing complexes, etc.) is not eligible.
3 Flow of “Neighborhood Association/Apartment Building Community Disaster Prevention Drill”

The Tokyo Metropolitan Government will work in cooperation with ward, city, town, and village governments and fire departments to provide detailed support for planning, preparation, and execution of the event.
*This project will be entrusted to a private company for operation.
- Applicants (neighborhood associations/community associations) will receive a subsidy (up to 200,000 yen) for the cost of purchasing equipment and materials to be used in joint training.
- Participants in the joint disaster prevention drill will receive 500 “Tokyo App Points”.
4 Voices from implementing organizations
- This was our first initiative, and it created an opportunity for the neighborhood association and the apartment complex to connect. We want to continue this.
- I can now greet my neighbors when we meet on the street.
- Apartment residents also participate in the neighborhood association’s crime prevention patrols.
- A joint disaster prevention drill between the neighborhood association and the apartment complex raised awareness of disaster preparedness. A self-governing disaster prevention association will be established within the apartment complex to cooperate with the neighborhood association.

5 Supporting the matching of neighborhood associations and condominiums.
We accept consultations from neighborhood associations, community groups, and condominiums that are unable to find a partner or explain their plans properly to potential partners, and we support them in bridging the gap to facilitate the implementation of the training.
- We will introduce you to potential partner organizations such as condominium management associations, neighborhood associations, and community groups.
- The coordinator will explain the purpose of the project to the condominium management association and other relevant parties to promote their understanding and encourage participation.
6 Application period
From Wednesday, April 1st, 2026 to Monday, November 30th, 2026
*Disaster prevention drills can be conducted from mid-May 2026 to February 2027.
