The Tokyo Metropolitan Government has formulated the “Tokyo Metropolitan Building Safety Management Plan” with the aim of ensuring the effectiveness of building regulations and the safety of buildings, and is working on measures such as the proper implementation of building permit inspections.
In light of recent changes in social conditions, such as legal revisions and the promotion of DX in the construction sector, we have revised the plan to include new initiatives.
In addition, in conjunction with this revision, we published the “Draft Revision of the Tokyo Metropolitan Building Safety Management Plan” and solicited opinions from the citizens of Tokyo. We will also inform you of the results of that opinion.

1　Key points of the revised plan (new initiatives)

Smooth implementation of confirmation and review procedures

• In light of the 2022 amendment to the Building Standards Act, we will ensure prompt and accurate confirmation and inspection for the construction, major repairs, and major alterations of buildings that fall under Article 6, Paragraph 1, Item 2 of the amended Act.

Flood control measures for buildings

• Under the Building Standards Act, special permits are being granted to encourage the installation of electrical rooms on ground floors above a certain height in residential buildings where the risk of flooding is low.

Digitalization of building administration procedures

• With the aim of improving the efficiency of administrative operations and enhancing services for Tokyo residents, we will promote the digitalization of the following building administration procedures in cooperation with the national government.
