Fiscal Year 2026 Subsidy for Reinforcing Piloti Floors and Similar Areas in Condominiums Built Under the Old Seismic Standards
The Tokyo Metropolitan Government is working to create a city where residents can live without anxiety, and is advancing preparations for the imminent risk of a major earthquake directly beneath the capital. Accordingly, we are pleased to announce that we are once again accepting applications this fiscal year for subsidies covering the design and construction costs of emergency reinforcement for pilotis floors and similar structures [Note 1] in apartment buildings constructed under the old seismic standards, which are at particularly high risk of collapse.Even if it is
difficult to retrofit the entire apartment building, reinforcing pilotis and similar floors first can significantly improve seismic resistance and also allows for a phased approach to enhancing seismic safety depending on the situation. We encourage you to take advantage of this program.
[Note 1] Floors where the first-floor area is used for parking or similar purposes and has fewer load-bearing walls.

Eligible individuals
Homeowners’ association for a condominium built under the old seismic standards
Target Buildings
Apartments with a pilotis level or similar (generally, where the Is value [Note 2] for the first and second floors is less than 0.4)
[Note 2] The Is value refers to the structural seismic performance index, which serves as the criterion for assessing seismic performance.
Eligible expenses
Costs associated with the design and construction of reinforcements for pilotis and similar structures
Subsidy rate
50% (up to 17,500,000 yen)

5. Support for Utilizing Subsidies
For apartment buildings that have already undergone a seismic assessment, we will dispatch experts free of charge to determine eligibility for this subsidy and provide advice on specific reinforcement methods. Additionally, starting in fiscal year 2026, we have expanded the eligibility for expert dispatch to include apartment buildings that have not yet undergone a seismic assessment, so we encourage you to take advantage of this service.
