Condominiums serve as homes for many Tokyo residents, and because they are directly linked to residents’ safety and peace of mind, the Tokyo Metropolitan Government is actively working to improve their seismic safety. Through the management status reporting system established under the “Ordinance on the Promotion of Proper Management of Condominiums in Tokyo,” the government assesses the current condition of condominiums. For those found to require seismic retrofitting based on seismic safety assessments, the government repeatedly dispatches experts such as architects to assist in building consensus toward retrofitting.
Starting in fiscal year 2026, the scope of expert dispatch will be expanded to include apartment buildings that have not yet undergone seismic safety assessments. We will also assist with cost estimates for conducting these assessments and support the management association in reaching consensus, so please take advantage of this service.

Eligible individuals

Homeowners’ association for a condominium built under the old seismic standards

Target Buildings

Condominiums that have submitted a management status report in accordance with the “Ordinance on the Promotion of Proper Management of Condominiums in Tokyo” and are engaged in sound management activities, but have not yet undergone a seismic assessment, or those for which a seismic assessment has determined that seismic retrofitting is necessary

Support Services

• Identification of Issues and Provision of Information Regarding Seismic Retrofit
• Support for building consensus through participation in community meetings and other activities
• Preparation of seismic retrofit plans and building replacement plans
• Revision of the Long-Term Maintenance Plan with a View to Seismic Retrofit
