To improve disaster preparedness, we are providing personalized advice and card-style disaster preparedness manuals for rental apartments in Tokyo.

Disaster preparedness measures in apartment buildings are crucial for preparing for events such as an earthquake directly beneath the capital. Since the Reiwa 6 fiscal year, the Tokyo Metropolitan Government has been implementing a program to dispatch disaster prevention advisors free of charge to rental apartment buildings.
Applications for this fiscal year will be accepted starting Tuesday, June 23. A disaster prevention advisor will visit your apartment building to provide advice tailored to the specific characteristics of the property and the surrounding area, and will also create and provide a customized card-style disaster prevention manual [Note] for your building.

[Note] A card-based disaster preparedness manual is a resource that concisely and clearly outlines the actions to be taken in the event of a disaster on individual cards, enabling residents to work together to help one another even without pre-assigned roles.

  • Overview of the Card-Style Disaster Preparedness Manual (Image)
    This is an A4-sized, card-style disaster preparedness manual. It is divided into sections on earthquakes, floods, and everyday preparedness.
  • Card-Style Disaster Preparedness Manual (Earthquake Edition)

(Example) The instructions outline the responsibilities of residents appointed as information coordinators, such as compiling a list of residents’ safety status on a sheet.

1. Business Activities

Disaster prevention advisors provide specific and practical advice on disaster preparedness to owners and management companies of rental apartment buildings located in Tokyo. In addition, they create and distribute card-style disaster prevention manuals to help raise awareness of disaster prevention in daily life and support rapid response during disasters.

(1) Pre-session Lecture

  • The Importance of Initial Response During Disasters in Rental Apartments and an Explanation of the Card-Style Disaster Preparedness Manual
  • Conducting interviews to gather information on the apartment building’s structure, resident demographics, location, and other relevant factors
  • Depending on the applicant’s preference, you can choose from the following three options for taking the course:
    • 1) In-person format
    • 2) Live Streaming Format
    • 3) E-learning (video streaming) format

(2) On-site advice

  • A disaster prevention advisor visited the site and provided guidance based on a card-style disaster prevention manual created using the information gathered during a preliminary briefing.
  • Depending on your preferences, we will conduct disaster preparedness drills with the participation of residents.

(3) Provision of a Card-Based Disaster Preparedness Manual

  • The disaster prevention advisor will revise the content based on the on-site situation and the results of the drill, and provide it at a later date.

Rental apartments located in Tokyo (one time per rental apartment)

4. Application Period

From Tuesday, June 23, Reiwa 8, through Friday, January 29,
Reiwa 9, if the number of applications reaches the planned quota (80 units), we will close the application period to new applicants.

5. How to Apply

Please apply through the Tokyo Metropolitan Government Condominium Portal.


In addition, the Tokyo Metropolitan Government registers and publicizes apartment buildings that engage in disaster preparedness drills and stockpiling as “Tokyo Stay-in Apartments,” and the card-style disaster preparedness manual developed under this project can be used for registration.

In addition, we are providing subsidies for the purchase of disaster preparedness supplies and equipment to owners and other parties associated with registered condominiums under the “Stay in Tokyo” program.
