Applications for the Free Condominium Management Specialist Dispatch Program Open Today (For Condominium Owners' Associations)
Providing expert advice to condominium owners’ associations in Tokyo to improve disaster preparedness and support for those with dementia
To prepare for disasters such as an earthquake directly beneath the capital and to enhance the overall disaster resilience of apartment complexes, the disaster preparedness efforts undertaken by homeowners’ associations are of critical importance. Furthermore, as the resident population ages and the number of residents with dementia increases, this can hinder smooth decision-making at general meetings; consequently, homeowners’ associations will be required to take various measures in their management and operations.
To support homeowners’ associations in addressing these challenges, the Tokyo Metropolitan Government has been implementing the Certified Condominium Manager Dispatch Program since Reiwa 5.
Applications for this fiscal year will be accepted starting Tuesday, June 23.
Through this program, you can receive free expert advice tailored to the specific circumstances of your condominium. Please review the information below and take advantage of this opportunity.
1. Content
We dispatch certified condominium management professionals who have completed training on disaster preparedness and dementia care to homeowners’ associations that request their services. In addition to providing support for acquiring practical know-how and completing necessary procedures, we offer advice to facilitate smooth consensus-building.

Improving Disaster Preparedness
- Methods for Establishing and Strengthening Community-Based Disaster Prevention Organizations
- Creating a Roster of Residents and Others That Can Be Used in the Event of a Disaster
- How to Develop Management Regulations Governing Emergency Response in the Event of a Disaster
- Effective Methods, Such as Card-Based Disaster Preparedness Manuals, etc.
Dementia Care
- Understanding and Responding to Residents Who May Have Dementia
- Methods for Collaborating with Community Comprehensive Support Centers and Other Organizations to Facilitate Access to Appropriate Care and Medical Support
- Formulation of a long-term maintenance plan, including barrier-free renovations, etc.

3. Eligibility and Number of Dispatch Occasions
For condominium owners’ associations located in Tokyo:
As a general rule, each association is eligible for up to two sessions each on disaster preparedness and dementia care.
4. Application Period
From Tuesday, June 23, Reiwa 8, through Friday, February 26,
Reiwa 9, if the number of applications reaches the planned quota (160 applications in total for disaster preparedness and dementia care), we will stop accepting new applications.

Please apply via the Tokyo Association of Condominium Managers website (link to an external site).
