About the start of operation of the Fill Regulation Law

The Act on the Regulation of Land Development and Specified Fills, etc. (hereinafter referred to as the Fill Regulation Act) which comprehensively regulates dangerous fills, etc. with uniform standards nationwide, came into force on May 26, 2023. Tokyo will designate regulated areas based on the Fill Regulation Act on July 31, 2024, and will begin implementing the act.

In addition, we would like to inform you that we have established a guide on the Fill Regulation Act, taking into account the opinions we received regarding the proposed standards for fill regulations published on January 29, 2024.

1 Regulatory Domains

Almost all of Tokyo falls under the residential land development construction restriction area or specific embankment restriction area.

A. Construction restriction areas for residential development, etc.

Areas such as urban areas, settlements, and their surrounding areas where construction of embankments or other works could cause harm to houses, etc.

B. Specific embankment restriction areas

Areas that are far from urban areas or settlements, but where construction of embankments, etc., may cause harm to houses, etc. due to topographical conditions, etc.

2 Guide to the Embankment Regulation Act

(1)overview

This manual compiles information on the application procedures and screening criteria for regulations under the Filling Land Regulation Act.
It is a manual that complies with the Filling Land Regulation Act by prescribing the criteria for screening newly established items such as the financial and creditworthiness of construction owners, as well as describing the technical criteria for specific fills and the accumulation of earth and rocks.

Municipalities within Tokyo to which the Tokyo Metropolitan Government grants permission under the Landfill Regulation Act (special wards, Hachioji City, and Machida City are excluded)
