Initiatives for creating disaster-resilient cities

In order to promote the creation of earthquake-resistant cities, the Tokyo Metropolitan Government has been working to improve areas with a high concentration of wooden houses, based on the “Disaster Prevention City Development Promotion Plan,” by utilizing the fire-resistant zone system and developing designated maintenance routes.
Based on the revised Disaster Prevention City Development Promotion Plan (Basic Policy) which was revised in March 2025, we have strengthened our measures and revised the “Development Program,” which is a specific development plan.
In addition, we have compiled and are now releasing the latest progress report on fire-resistant construction.
1 Strengthening of measures from fiscal year 2026
We will establish the “Project to Promote Concentrated Fireproofing in Development Areas, etc.” and expand the “Special Fireproofing Zone System.”

2 Revision of the “Development Program” of the Disaster Prevention City Development Promotion Plan
The development plans for each region and district up to fiscal year 2030 are presented.

3 Progress of disaster-resilient city development
The progress of fire-resistant construction has been compiled into a report titled “Progress of Disaster-Resistant Urban Development,” reflecting the latest achievements in disaster-resistant urban development projects.



This project is an initiative to promote the “Tokyo 2050 Strategy.”
