The Tokyo Metropolitan Government is promoting the removal of overhead power lines—by burying them underground and eliminating utility poles—to strengthen urban disaster prevention capabilities, ensure safe and comfortable pedestrian spaces, and create an attractive urban landscape.
We are pleased to announce that, based on the policies of the next “Tokyo Metropolitan Government Overhead Power Line Removal Plan” published in February Reiwa 8, we are revising the “Tokyo Port Overhead Power Line Removal Implementation Plan,” which sets out the five-year implementation schedule (Reiwa 8 through Reiwa 12) for the Tokyo Port area.
Moving forward, based on this plan, we will work in collaboration with utility operators and other relevant parties to steadily advance the removal of overhead power lines in the Tokyo Port area, with the aim of quickly realizing a safe, secure, and attractive Tokyo.

Main Initiatives

To prepare for the increasing likelihood of a major earthquake directly beneath the capital and the growing risk of disasters such as typhoons and storm surges—which are becoming more severe and frequent—and to prevent road blockages caused by fallen utility poles while ensuring port logistics functions such as the transport of emergency supplies, we are promoting the removal of overhead power lines along port access roads and within wharf areas throughout the Port of Tokyo.

Emergency Transportation Route

Aiming for completion in fiscal year 2035 (Reiwa 17)

All areas of the Port of Tokyo (including other roads and wharf premises, etc.)

Aiming for completion in fiscal year 2040 (Reiwa 22)

Five-Year Development Plan

(1) Emergency Transportation Routes

We will continue to promote improvements on the 17 routes where work has not yet been completed.

(2) Other Roads

Construction on the main utility tunnels will begin on the 27 routes scheduled for improvement.

(3) Wharf Sites, etc.

Construction will begin at four locations, including the wharf site.
