The Tokyo Metropolitan Government is promoting the removal of overhead power lines—by burying them underground and eliminating utility poles—to strengthen urban disaster prevention capabilities, ensure safe and comfortable pedestrian spaces, and create an attractive urban landscape.
We are pleased to announce that we have revised the “Tokyo Metropolitan Government Overhead Power Line Removal Plan,” taking into account feedback received from residents.
Moving forward, based on this plan, we will steadily advance the removal of overhead power lines throughout the entire metropolitan area to realize a safe and secure Tokyo.

1. Details of the Revision

Policy

In light of social factors such as rising disaster risks, we are vigorously promoting the removal of overhead power lines as part of our “Capital Defense” efforts.

Key Points of the Plan

• (1) Expanding priority development areas and enhancing access to disaster response hubs
• (2) Increased efficiency and speed through the application of DX principles and simultaneous construction
• (3) Reconstruction and Resilience-Building in Island Regions
• (4) Strengthen cooperation with and support for wards, cities, and towns; expand the ban on the installation of new utility poles
• (5) Enactment of the “Ordinance on Promoting the Removal of Overhead Power Lines in Residential Development Projects in Tokyo”

Five-Year Development Plan

Work has begun on approximately 320 kilometers of new lines; combined with the approximately 400 kilometers currently under construction, the project is proceeding on a total of approximately 720 kilometers.
