The debris flow disaster that occurred in Atami City, Shizuoka Prefecture, in July Reiwa 3 resulted in the loss of many precious lives and properties, and the collapse of an embankment in the upstream area led to extensive damage.
Preventing disasters associated with earthworks has become an urgent issue. Many local governments have begun enforcing the Act on the Regulation of Land Development and Specified Earthworks (commonly known as the Earthworks Regulation Act), which was amended in Reiwa 4, by the Reiwa 7 fiscal year. To prevent disasters caused by illegal or hazardous earthworks, it is necessary to further promote awareness of this legal framework.
Furthermore, since the movement of sediment can sometimes cross prefectural boundaries, it is important for the Nine Metropolitan Areas and Prefectures ^[Note] to collaborate on this issue.
Therefore, to further promote the prevention of disasters caused by hazardous embankments and similar structures, the Nine Prefectures and Cities will distribute a jointly prepared flyer and conduct awareness campaigns to re-educate landowners, project owners, and others about the regulatory system established under the Embankment Regulation Act.

Overview of Public Awareness and Education Activities Conducted Jointly by the Nine Prefectures and Cities

1. Purpose

To widely publicize the provisions of the Earthwork Regulation Act and prevent disasters caused by hazardous earthworks and the like.

Landowners, Project Owners, etc.

3. Content of Public Awareness and Education Campaigns

We are distributing a flyer (PDF: 5,256 KB) jointly issued by the nine prefectures and cities to raise awareness of the Landfill Regulation Act.

4. Methods of Public Notification

• Public Awareness Through Industry Associations
• Publicizing information through the websites of prefectures, cities, and other local governments, etc.

This initiative is being promoted as part of the “Study Group on the Appropriate Implementation of the Landfill Regulation Act,” which was established by the Kyushu Metropolis, Prefecture, and City Leaders’ Conference in April Reiwa 7.
