Ordinance Concerning the Promotion of Overhead Power Line Removal in Residential Development: Regulated Areas and Effective Date
To promote the removal of overhead power lines in residential land development [Note], the Tokyo Metropolitan Government promulgated the “Ordinance on the Promotion of the Removal of Overhead Power Lines in Residential Land Development in Tokyo”(Tokyo Metropolitan Ordinance No. 31 of Reiwa 8; hereinafter referred to as the “Ordinance”) on March 31, Reiwa 8, to promote the removal of overhead power lines in residential land development [Note]. We hereby announce that we have today issued a public notice designating the regulated areas specified in the Ordinance, along with a regulation setting the effective date of the Ordinance.
[Note] Residential land development refers to a development project that meets all of the following criteria.
- 1) Work carried out for the purpose of constructing a building intended for residential use
(work carried out pursuant to a permit under Article 29 of the City Planning Act) - 2) Projects involving the construction of new roads (excluding the widening of existing roads adjacent to the development area)
1. Map of Regulated Areas
Based on the development areas, priority development areas, and disaster prevention environment improvement districts specified in the “Disaster Prevention City Development Promotion Plan” (revised in March Reiwa 8), as well as the priority development areas specified in the “Tokyo Metropolitan Government Overhead Power Line Removal Plan” (revised in June Reiwa 8), the regulated areas have been designated as shown in the attached map.

2. Effective Date of the Ordinance
This will take effect on October 31, Reiwa 8.
As a result, developers undertaking residential land development in regulated areas will be required to submit to the governor, along with their application for a development permit under Article 29 of the City Planning Act, an implementation plan for the removal of overhead power lines within the development area.
