In recent years, there has been an increase in localized torrential downpours that are difficult to predict, making a rapid response to flooding damage increasingly important. In particular, in large-scale underground spaces such as underground shopping malls and subway systems—where it is difficult to monitor weather conditions above ground—initial response measures and smooth evacuation plans during heavy rains, when the risk of flooding is high, are critical.
In light of these circumstances, the “Tokyo Metropolitan Council for Flood Countermeasures in Underground Shopping Arcades and Similar Facilities”—composed of underground shopping arcade operators and government agencies—is conducting participatory evacuation drills involving elementary school students and other users to strengthen coordination among facilities connected to underground shopping arcades and to enhance evacuation measures from the users’ perspective.
We are pleased to announce that this fiscal year, with the aim of promoting understanding of safety measures during flooding in underground spaces and improving the effectiveness of response capabilities, we will be holding the following events.
