The Tokyo Metropolitan Government is promoting the securing of large-scale adjustment capacity to expand the introduction of variable renewable energy sources, in order to realize “Zero Emission Tokyo.”
We are pleased to announce the launch of our subsidy program for the 2026 fiscal year, which supports the introduction of large-scale battery storage systems directly connected to the power grid within the Tokyo Electric Power Company service area. The implementation guidelines will be published on April 1st, and applications will be accepted starting September 1st. The latest information will be posted on the Cool Net Tokyo website.

Key points of support: Expansion measures for FY2026

To address the prolonged construction period required for connecting to the power grid (conducted by general power transmission and distribution companies) associated with the introduction of large-scale battery storage systems, the target period for each project will be uniformly extended to approximately nine years.

1 Business overview

(1)Projects eligible for grants

A business that utilizes large-scale battery storage to contribute to the effective use and widespread adoption of renewable energy, as well as the improvement of the power balance.

*Must be completed within 9 years from the year the grant was approved.

(2)Eligible businesses for subsidies

A corporation that has its registered head office or branch office in Tokyo (excluding general power transmission and distribution companies).

(3)Eligible equipment for subsidies

Energy storage system that connects directly to the power grid within Tokyo Electric Power Company’s service area.

(4)Grant rate and maximum grant amount

Subsidy rate

Up to two-thirds of the eligible expenses [Note]
(Even when combined with government subsidies, the total amount must not exceed two-thirds.)

Maximum grant amount

2 billion yen

[Note] When reusing EV batteries, use no more than 3/4 of the original capacity.

(5)Main grant requirements

  • The equipment must have a rated output of 1,000 kilowatts or more to the power grid.
  • In response to a request from the Tokyo Metropolitan Government, we will endeavor to supply electricity to the Tokyo Electric Power Company’s service area during times of tight electricity supply and demand.
  • Implementing appropriate measures based on laws, regulations, and grid connection consultations with Tokyo Electric Power Company, etc.

(6)Business period

From fiscal year 2026 to fiscal year 2034 (for applications submitted in fiscal year 2026)

*Applications for grants are accepted until fiscal year 2028.

(7)Schedule (tentative)

  • April 1, 2026: Implementation Guidelines, Grant Guidelines, and Manuals Published
  • Application period: September 1st to 30th, 2020
  • Announcement of approved grants around January 2027

Based on a requirements review and scoring system, the following number of projects will be selected from the submitted applications for subsidies, according to the rated output scale to the power grid.
